WerckerでPhoenixアプリケーションのCI

WerckerにてPhoenixアプリケーションのCIをするためのwercker.yml。
DBもservicesで追加できるので専用のコンテナを準備する必要がない。

ほんとはbrunchのビルドもしたかったのだがこのboxだとnpmコマンドが見つからない。
自分で作っているboxを使えば良いのだが、面倒だったのでとりあえずelixir側だけにした。
